Boma Lathu is implemented in close collaboration with the Directorate of Civic Education (DoCE), whose statutory role is to regulate, coordinate, and supply civic education nationally.

Core Functions

A system designed for accuracy, access, and impact.

Creating and approving civic messages, scripts, animations, podcasts, and IEC materials in line with:

  • National Civic Education Standards
  • DoCE’s regulatory mandate
  • EU and national visibility guidelines
  • Inclusive design and GEDSI principles

DoCE leads national approval and quality assurance to maintain neutrality, consistency, and accuracy.

Managing the civic education website, content library, hub directory, analytics dashboard, and citizen help channels to make civic information easily accessible on all devices.

Supporting Civic Education Hubs, community media teams, youth creators, and district officers through:

  • multimedia production training
  • civic communication mentorship
  • mindset-change facilitation
  • inclusive content creation

This aligns with DoCE’s national coordination and sector capacity-building function.

Ensuring all civic education content and activities meet national standards through:

  • message verification
  • MoU-based compliance frameworks
  • standardised civic education tools
  • monitoring of CEH delivery

DoCE’s regulatory role includes strengthening institutional coherence and enforcing standards across all civic providers.

Tracking citizen reach, engagement, feedback, hub activity, inclusion metrics, and impact—feeding insights back into DoCE systems to strengthen governance, accountability, and national participation.
